Garbage & Recycling Services

As part of the transition to FCC for curbside recycling and trash service, Waste Pro, the current service provider, will begin retrieving their carts from subscribing residents starting December 2, 2024. Following Waste Pro’s retrieval, FCC will deliver new carts to subscribing residents. While there may be a brief period when some residents are without a cart, FCC will work closely with Waste Pro to ensure no resident is without a cart on their scheduled service day.

Once the new FCC carts are delivered, Waste Pro will continue servicing these carts until FCC services officially begin on January 2, 2025.

Here is what to expect:

Buncombe County contracted with FCC Environmental Services to provide residential countywide garbage and recycling services. Participate in the County’s garbage and recycling programs to help Buncombe County track and meet our community’s waste diversion goals and improves the livability and safety of our neighborhoods.

Basic Service:

  • 1x weekly trash collection
  • 2 free “Bag Tags” for each participating resident at the commencement of the contract
  • Extra bags of garbage next to your cart ($3 +tax per bag)
  • Options for additional bags and carts
  • Every other week recycle collection
  • On-call bulk collection

Premium Service

  • Drive-up service for participating residents

Collection Guidelines

  • On your scheduled collection day, place carts at the edge of the alley or curb by 6 a.m. with the openings facing the street.
  • All materials must fit inside the carts, with the lids closed.
  • Leave two feet of space between the carts and other objects such as trees, fences, garages, and snow piles.
  • Remove carts from the curb within 24 hours after your collection day.
  • If you have a premium collection, make sure house numbers are posted and visible on your garage or the back of your house.
  • All household garbage must be bagged and tied.
  • Do not put needles, hazardous waste, yard waste, or electronic waste in your cart.
  • Put extra bags of garbage next to your cart ($3 +tax per bag).
  • If you have cardboard, you can flatten it and place next to your recycling for collection. This will be limited to one (1) 50-pound cardboard bundle per week. If you need collection of larger cardboard piles, please reach out to us.
  • Items to be recycled shall include corrugated cardboard bundled no larger than thirty (30) square inches (30 inches by 30 inches) and not exceeding fifty (50) pounds.

Damaged Carts

Garbage and recycling carts are the property of the County. Do not paint or alter your carts. FCC will maintain the carts through the contract. Contact us for more details.

What happens if my pickup day falls on a holiday?
Your regular recycling and garbage collection will be delayed one day if it falls on or after the following holidays:

  • Memorial Day
  • 4th of July
  • Labor Day
  • Thanksgiving Day
  • Christmas Day
  • New Year’s Day

Quarterly Garbage Service Billing

Bills Sent

January, April, July, October

Bills are sent for three-month service periods (quarterly). FCC will send quarterly bills by the 5th of the first month of each quarter.

Payment Due

January, April, July, October

Payment is due to FCC by the 25th of the billing month.

Late Fees

5% Added per Month

A 5% late fee is added to unpaid balances at the end of each month of the billing cycle for any outstanding accounts.

Bulk Waste

What is bulk waste? 

Bulk waste collection is intended for items that are too large to fit inside the garbage cart. Bulk waste are items such as boxes, barrels, crates, furniture, mattresses, wood, exercise equipment, swing sets and basketball goals (broken down), refrigerators, stoves, and other household appliances.

  • Materials from commercial waste haulers and contractors
  • Tree limbs exceeding 6 inches in diameter or root balls exceeding 50 pounds
  • Land clearing debris
  • Bagged household garbage
  • Hazardous materials such as fertilizers, herbicides, pesticides, sharps/needles, gasoline and oil, spray paint, stains, thinners, solvents, biological waste and radioactive waste, including smoke alarms/detectors
  • Automotive, boat, RV or trailer parts
  • Engines
  • Any gas-powered equipment that must have the fuel drained
  • Propane, acetylene and helium tanks
